The justification of the necessity of this association will be apprehended with the analysis of the situation following the withdrawal of the state and more difficulties that agricultural project leaders meet to dispose of arable land in the project intervention areas . Due to this disengagement some programs have resulted in the compression of many jobs. Added to this is the general observation that after the winter agricultural activities, young people (boys and girls) who are out of school are unemployed and are leaving the villages to seek work (bricklayers, maids, street vendors, etc. .) in the cities to find livelihoods for themselves and for parents stayed at home, in the village, some of whom are older people who have more physical ability to work the remaining arable land due to the phenomenon of salinisation.
